Blues Cup Rules 2009-10

The Competiton will be known as THE BLUES CUP
WRU pathway rules apply

The Competition will be overseen by the Management Committee. Mr R Hodges, Mr M Jones, Mr G Knowles, Mr M Hopkins and Mr V James who will have powers to co-opt

The competition will be on a knock out basis with the team scoring the most points in the tie will be declared the winners. If the tie is drawn then the team scoring the most tries will be declared the winners. If the number of tries scored by each side is equal then the away team will be declared the winners. In The final should the tie be drawn then the team scoring the highest number of tries will be declared the winners. If both teams are equal on try count the trophy will be shared. Each club will hold the trophy for a period of six months.

The management will rule on any disputes and their decision will be final

All teams will be allowed to nominate 25 players for the competition. These players must be registered with the Management Committee prior to the competition starting. Failure to do so may result in that team being removed from the competition

All players must be correctly registered, both club officials must be satisfied that registration forms are in order before the commencement of the game. (NO CARD NO PLAY). Cards must be handed to the opposition officials prior to the game and collected upon completion of the game

All teams must send a detailed squad sheet to the cup registration secretaries Gary Knowles gary.knowles@cardiffblues.com and Mal Jones mjones@wru.co.uk before the commencement of the whole competition to keep on record for the season. Contact numbers of the teams coach and secretary to be included on the sheet,

If a 50 point margin opens up during the game the referee must end the game immediately
In case of a colour clash the home side must change unless otherwise agreed with the away side

Team sheets are to be given to the referee prior to the game starting, the opposing team must match the amount of players, in accordance with the pathway rules. If a team cannot start with a team of at least 13 players then the game is forfeited without question. In the case of under 10s and under 11s 9 players will be the minimum. Injuries and sending off during the game, the opposing team does not have to be disadvantaged by removing their players

If a player is sent off then the player will not be replaced, and the opposition do not have to remove a player to even up the numbers. The referee must report the sending off to the under 19 disciplinary committee. There will be use of the sin bin in all cup games. If a team receives 2 red cards for any player, coach, administrator, supporter or parent, that individual team is immediately banned from the remainder of the competition 

Any player who plays for a club in the competition will not be allowed to play for any other club in the competition at any age should he transfer within that season. That player will be cup tied

Results of matches must be sent to a member of the Management Committee within 3 days failure to do so may result in that team being removed from the competition

Front rows-Passive scrums can be played from the start of the game. (The result will stand) Notification must be given to the opponents. If a club cannot field a front row this is not a reason for the game to be cancelled. (Scrums will be totally non contested) play game as normal. No strike (Hookers)

If a team for whatever reason have no intentions of playing their cup game, the opponents and committee must be informed immediately. Forfeiting games is not acceptable and may result in a team or club being omitted from the competition the following season

If a club cannot field a team because of school trips/tours etc notification must be given to the Management committee, opponents and their committee as soon as possible. Names of of players with a signed document with the trip organiser must be forwarded to the committee or age group co-ordinator.
Clubs must endeavour to play postponed matches at the earliest opportunity.
FRIENDLY GAMES DO NOT HAVE PRIORITY

The Management Committee will make the draw prior to each round. The draw will then be placed on the Future Blues website and sent to Junior District Secretaries for distribution to all clubs.

All ties must be played on or before the date set by the Management Committee. Should a tie be postponed due to the home pitch being unfit to play on then the tie must be switched to the away teams ground. The team who have to travel will now have the advantage of the away side in the event of the game being drawn and tries scored are equal

The postponement of matches because a team has injuries will not be acceptable. The number of players that can be registered by a club to play in the competition has been increased from 22 to 25 to allow for this.

Failure to contact one of the above regarding a potential postponement may result in a team being removed from the competition

All referees should be appointed by the home club and should at be least a level one. Only neutral referees may be used although if a society referee is unavailable a level one qualified person from the home club may officiate as long as he has no association with that team or has any relative within that team. This must only happen if all attempts to appoint a society official have failed. If the home team cannot appoint a referee, the away side must be given 48 hours notice. The away team must then be offered the chance to bring their own referee of choice to the game, again he must be a level one or above. (This rule is for the benefit of delayed games)

Referees for Semi final matches will be appointed by the Management Committee
